The budget of a government is its spending plan for the year; it is not a measure of the government’s financial health or its ability to pay wage and benefit increases. Budgets are based on conservative revenue and spending projections in which revenues can be underestimated and expenditures overestimated.  However in negotiations with local governments, public unions only hear about the budget, or planned governmental spending, not the government’s health.
